As is usual with body parts, 月 here means “flesh.” According to Henshall, the 勹 shape means “container,” while 凶 means “empty container.” Possibly, 凶 also contributes the sense of “air” in this context. An empty container that might be associated with air would be the lungs. That sense later extended to the chest area in general.
