Hey, I'm going to make a go for this. This is my first translation attempt ever really, but PLEASE someone correct me cause i know it is not going to be correct.

I'm not 100% sure on the question, but that was my best.

Well, 上 can mean "above" too when indicating direction. Like this:

-私のアパートはレストランの上にあります。[My appartment is above the resteraunt.]

But the way it's used in game means "on the surface" or just "on." Like this:

探している本は机の上にあります。 [The book you're looking for is on (the surface) of the desk.]
