using rakuten from outside japan

I am from the UK and trying to register with rakuten but having trouble mainly with the post code.

Does rakuten deliver outside japan and do you have to be resident in japan to join.
If so, how do i Join and what are the delivery charges like?

that they only deliver inside Japan. And for a company that made a 95% drop in profit last year I don't see the UK as a target market...
