I made up this phrase in class just joking around in class really quick to see what the teacher would say and she just started laughin.

ちょとまつぜんぜんべんきょしません。

Was it supposed to be something like that? Otherwise, she was probably laughing because it doesn't make any lot of sense.

"Zenzen benkyou shitaku arimasen" would be more along the lines you're looking for.

Also, conjugating matsu into -te form would make it a request.

I would translate what you have as "I'm waiting a minute. I never study."
