とすると usage question

みなさん、こんばんは。

お久しぶり。

In this article: http://headlines.yahoo.co.jp/hl?a=20131 ... af-bus_all, I had trouble understanding the following sentence:

万事順調に見えるアベノミクスですが、落とし穴があるとすると、公共事業がもたらす弊害と3本目の矢である成長戦略である可能性が高いといえるでしょう。

1. Although it seems all things are going well for Abenomics, if there are pitfalls, then we can say with high likelihood that the pitfalls will be the negative effects brought by the public works and the growth strategy of the 3rd arrow.

2. Although it seems all things are going well for Abenomics, if any pitfall occurs, then we can say with high likelihood that the consequences will be the negative effects brought by the public works and the (failure of the) growth strategy of the 3rd arrow.

Which interpretation is better? Maybe both are off?

こんにちは。

This 落とし穴があるとすると means "If there are any (possibilities of) pitfalls"
and this person/writer is saying that "pitfalls" would be 公共事業がもたらす弊害 and 成長戦略
as his/her opinion, pointing out the weakness of Abenomics.

I see. This is how とすると works here. My brain was quite twisted by trying to understand that sentence. Maybe that´s another pitfall. :lol:
