一段's meaning in this context

一段の円安を否定的に受け止める見解を示した。

I wonder what's the meaning of the word 一段 in this sentence (see link for the full article below). I think it means "further, more, one step further,etc" However, this would mean that it is used as an adverb. I wonder why the particle の is used instead of と after 一段.

単なる「階段一つ」という意味だとおもいます。
名詞です。英語に訳せば、この場合、副詞の(one step) furtherに当てはまるかもしれませんが、名詞であることは変わりません。
言語が違いますから、よくある事です。いちいち分析しなくても。
