見込む has not been changed to 見込ん. It's instead been conjugated into its て-form; 見込んで. Adding the verb いる to the end of a て-form verb indicates a state, much like adding -ing to the end of a verb indicates a continuous action. So they are anticipating (or, more accurately, in a state of anticipation for) a record number of 1.5 million people.
