I'm getting it too. I've tried loading on both my PC using Chrome and an iPad using Safari and it appears the same in both. Best guess, it looks like something is wrong with whatever they are using to lay out the webpage. All the elements appear to be present, but they aren't where they're supposed to be. Maybe whatever is supposed to be serving up one of the CSS files is down?
