Bjorn, I think its the other way round. 警察官 means police station whereas 警察 means police. 官=station.

Another word for police station could be 警察(けいさつ).

警察官(けいさつかん)means "policeman".

I think the difference is this: 交番 is the term for the small "police boxes" that you find everywhere in Japan, whereas 警察 is a larger "police station" of which there are fewer than there are 交番.
