Let’s look at the main dialogue.
Two people are having a conversation.
わあ! はるとくんは、りょうりするのが じょうずですね。
Wā! Haruto-kun wa ryōri suru no ga jōzu desu ne.
Wow! Haruto, you’re really good at cooking.
ありがとうございます。 とくに 魚を りょうりするのが とくいです。
Arigatō gozaimasu. Toku ni sakana o ryōri suru no ga tokui desu.
Thank you very much. I'm especially good at cooking fish.
In this conversation, Haruto says りょうりするのが とくいです。 (ryōri suru no ga tokui desu). By using the dictionary-form of a verb, する (suru), followed by の (no), he nominalizes the verb, meaning it gets treated as a noun. Then, が (ga) makes that phrase the subject, and applies the adjective とくい (tokui) to it.
It's important to not only use the dictionary-form of the verb, but also to follow it with のが (no ga).
