Regarding the first sentence, those two sentences are more natural.
スコットランドは今日、大雨ですよ。
スコットランドは今日は大雨ですよ。

今日はスコットランドが大雨ですよ is ok.
今日はスコットランドで大雨ですよ is also ok.

The last sentence should be 今日は大雨でつよい風ですよ.

(Sensei, good morning.
In Scotland there is heavy rain today. Is there heavy rain in Tokyo?)

Have I ordered the sentence correctly in the first part? I wasn’t sure if it should be スコットランドは今日が大雨ですよ。
or
今日はスコットランドが大雨ですよ。

Also, how would I say today is heavy rain and strong winds?
今日は大雨 「and strong」 風ですよ。(today is heavy rain …… wind).
