You are right. Cold weather is 寒い.

It's important to note that 冷たい means cold (to the touch), so you wouldn't describe cold weather as 冷たい. Instead, you would say 寒い.
今日の天気が寒いです [kyou no tenki ga samui] = The weather is cold today
このお茶は冷たいです [kono ocha wa tsumetai desu] = This tea is cold.

We never use 高価い but only 高い all the time.

Both means "important", but I feel 大切 sounds more subjective.
