Regarding the questions,
Using ‘to’ after articles, novels, names and so on depends on a sentence structure.
When it’s followed by 言います, of course you need ‘to’.
For examples, 私は由紀と言います,この本はなかま(one of Japanese textbooks)と言います。
However, when you say ‘according to (the article)’, you don’t need to use ‘to’.
You can say ‘この記事によると’.
And I am sorry I don’t quite understand the question 。In a conversation, it makes sense to speaking "to".「と」とを会話の中で言ったら、いいですね。
Could you please explain that a bit more?

In a spoken conversation, I understand that it is useful to using the particle "to" to mark/signalize a quotation. But in a written text, the brackets "「」" already do mark/signalize a quotation, don't they? So, in written text, is the particle "to" still obligatory/required?

Here is one of written text, "Momotaro" below.

むかしむかし、あるところに、おじいさんとおばあさんが住んでいました。
　おじいさんは山へしばかりに、おばあさんは川へせんたくに行きました。
　おばあさんが川でせんたくをしていると、ドンブラコ、ドンブラコと、大きな桃が流れてきました。
This 'to' is the 'to' which is putted after quotation.
「おや、これは良いおみやげになるわ」
　おばあさんは大きな桃をひろいあげて、家に持ち帰りました。
These setences would be paraphrased "おばあさんは「おや、これはよいお土産になるわ」と言って、大きな桃をひろいあげて…。"
　
そして、おじいさんとおばあさんが桃を食べようと桃を切ってみると、なんと中から元気の良い男の赤ちゃんが飛び出してきました。
「これはきっと、神さまがくださったにちがいない」
this setence could be followed by ’と言って’.
　子どものいなかったおじいさんとおばあさんは、大喜びです。
　桃から生まれた男の子を、おじいさんとおばあさんは桃太郎と名付けました。
it's same as 'to' before 'と言います','と申します'.
　桃太郎はスクスク育って、やがて強い男の子になりました。

　そしてある日、桃太郎が言いました。
「ぼく、鬼ヶ島(おにがしま)へ行って、わるい鬼を退治します」
　
These are also paraphrased　桃太郎が「ぼく、鬼ヶ島(おにがしま)へ行って、わるい鬼を退治します」と言いました。
おばあさんにきび団子を作ってもらうと、鬼ヶ島へ出かけました。

To sum up, we can use と or can omit と.
It depends on sentence structures.

Here is a translation:

I am German and living in Germany.

I would like to buy tickets for the "DOES" concert at 20th of July. I had a look at the website. I would like to ask questions about the following two points. As far as I understand:
1. Until 18th of March, tickets are available through a lottery. I cannot buy (/ apply for) them from Germany.
2. Starting at 26th of Arpil, I can buy tickets from Germany via "Zero Ticket" using my PC.
Is that correct?

I am sorry. I am not very good at Japanese. I would be very glad to receive an answer.

To be honest: The original text still had an "arigatou" before "yoroshiku...". I tried to be super-polite. Right after sending the mail, I recalled, I should not use "arigatou"... あら！ I hope, I recall it before sending, next time.

Mate: Manchester United? English soccer team?
Me: YEAH!! THE BEST SOCCER TEAM IN THE WORLD!!!
Mate: Isn't those jerseys expensive?
Me: Yes. But I got this cheap on ebay.
