気が変 (ki ga hen: insane, mad, crazy)     spirit + strange

こんな嵐の天候に出かけていくとは彼は気が変になっているに違いない。
Konna arashi no tenkō ni dekakete iku to wa kare wa ki ga hen ni natte iru ni chigainai.
He must be crazy to go out in this stormy weather.

(arashi: storm, tempest)
天候 (tenkō: weather)     weather + seasonal weather
出かける (dekakeru: to depart, go out)
(kare: he)
に違いない (ni chigainai: there is no doubt that …; must be)

The word 違い (chigai) means “difference, discrepancy.” So the phrase refers to “no discrepancy” or “no difference (from what is assumed).”
