サラ is correct for Sarah; it's a well-known western name and that's how it's written. The ービー isn't correct though, for the reason you stated:-

That's right: you can't start a word with "ー".

According to www.orientaloutpost.com Erbe is aabu / abu アーブ do I have to put the ー in?

Yes, I think so. The "ー" makes the previous vowel sound twice as long. Without it your name would sound a lot like the current Japanese Prime Minister's name, which is Shinzo Abe.

Also that sounds like "a-boo" whereas aabi / abi would sound like "a-bee" which to me is closer and better. :ojigi:

In that case アービ is probably what you want. Put together that makes your name: サラ・アービ (Sara Aabi).
