I have a very general question that you might be able to help me with - do you know if we have any space or rough paper to jot down notes (in any language) during the exam? I would find this extremely useful in the Listening section as well as in the reading comprehension.

The translation you gave for the latter construction is the same as that generally used for the former construction……Do I take it that [koto da] is more formal?

Our staff took JLPT this July and said you’re allowed to take notes in the question sheet. However you have to hand in both the question sheet and answer sheet after the test so you can not take them home.

ありがとうございます。両方ともアドバイスをするときに使いますが、「ことだ」の方が、強いと思います。
We use -ta hou ga ii for general advice based on one’s opinion, observation, circumstances etc.
-suru koto da, on the other hand, sounds really confident. It sounds like the person who says has a lot of experience or knowledge about the matter.
