What is the difference between あけまして おめでとう ございます and よい お年 を?
I learned that you only say あけまして おめでとう ございます after Jan 1. But this year, I started to hear よい お年 を。

Actually, よいおとしを “yoi otoshi o”"Have a great new year” is only use BEFORE Jan.1st. After Jan. 1st. people start saying 「あけましておめでとうございます。」”akemashite omedetou gozaimasu”"Happy New Year” and 「ことしもよろしくおねがいします」”Kotoshi mo yoroshiku onegai shimasu”Literal translation- “Treat me well this year as well” “Thank you for your continued help”
