At EnglishClass101 everything is taught in English so it is geared towards all English learners regardless of their native language. I suppose it depends on the your friend's English level and how they want to learn. If they are at a beginning or intermediate level, EnglishPod101 might be a good place for them to start because they get explanations in Japanese.
