I’d consider public transport rather efficient here, yes. Tough 30 secs wouldn’t be a big deal since the schedule isn’t *that* tight.

There are only examples using the present time in the pdf. Is past also possible?

京都に行ったとき、地下鉄が45秒遅れるアナウンスを聞いた事があります。
こんなことが普通ですよ。
日本の方がいいと思います。
でもね、トロントの地下鉄が4-5分(分!!)遅れてもアナウンスがぜんぜんないの。

お恥ずかしいながら、メールボルン(オーストラリア)の交通機関は災厄です。僕は毎日電車で大学に通うんですが、電車が何時も遅れて授業に遅刻することが多かったです。そのうえに切符は高いし、乗客にお詫びもないんです。
だから日本に行った時にすごくびっくりしました。

30秒…それはもちろん素晴らしいですよ!パリには地下鉄の定刻がないから、遅れるか遅れないか全然分からなくて、定刻がある電車が遅れたら15分以下アナウンスが出ません。その上に国内電車が1時間以下遅れて電車会社の問題ではないと弁償金がありません。
素晴らしい国ですわ、日本は。。。

Yes, past tense also can be used with that grammar such as “-no wa, -kurai dehista”
e.g. 今日の待ち合わせに遅れてきたのは、マナミくらいでした。/Only Manami came late on the time today.

On the picture illustration for this lesson, I saw “30秒遅れだ。” But the correct form should be “30秒遅れた。” right?

Actually it is correct.
Whereas 遅れた is the past plain form of 遅れます, 遅れ is the masu-stem of 遅れます and a plain copula だ.
It means “delay” or “lag.”
I hope this helps.
