Cornstarch and potatestarch is just different in their raw material.   I hear that cornstarch is usually used when you cook Chinese or French.  In Japan, we usually use potatestarch, which is called "katakuriko" when we cook Japanese.
As for your another question, I usually reuse the oil a few times.:grin:
