I asked a few of my friends, and they said おめでとう or おめでとうございます。But these were some close friends and the topic was already established. I would say it depends on how the conversation goes. If you are first to congratulate go with Belton-san's recommendation. But is she beats you to the punch and says I got engaged, then I would go with おめでとう or おめでとうございます。depending on how close you are, etc.:grin:
