And in some areas, it even happens in the fast food restaurants. It depends on the area, and the amount of business they have. I imagine Japanese restaurants do it for the same reason: They have too much business for how little counter space they have. It's better to push more people through and pay someone to be delivering food than to let it back up and have people leave.
